Laptop and tv connection?

Yeah, it is a laptop with an ATI Radeon Xpress 1250 display adapter. Was not able to get my old HP laptop to plug into the TV either, so may be a "low spec" TV as you state.
 
Silly question (but worth a shot), but have you tried turning both devices off, then connecting cable, then turning TV on to the video channel in question, then booting notebook?
 
Also, have you tried dropping your resolution? (assuming your adapter's software allows you to make changes even if a tv is not connected)
 
The other alternative is to get one of those TV box convertors. That's almost guaranteed to work (often they even have VGA input)

May not be silly as i followed this advice with my old HP and it states :

1. Connect the "S-Video to RCA" cable or the "Pro S-Video to 3 RCA" cable to the "S-video out" of the computer and to the "video in" (yellow RCA jack) on the TV. NOTE: This step must be performed before you start up the computer. Make sure that your TV is set to "recognize" the RCA/yellow video-in jack; you may have to play with the "aux 1", "aux 2", or "line-in" selections on the TV or the TV's remote control. The S-Video jack on your computer may be a 4-pin or 7-pin jack that is usually on the back of the computer.
