Submarine cables are not run as fat multi-hop IP pipes, instead they're composed of multiple layer-2 (virtual) circuits who's start and end points may not align with the physical cable route or (in many cases) be limited to one cable system.
So even if an SA ISP uses SAFE, they may chose not to terminate their circuit at Mauritius (for commercial reasons). Thus from a layer-3 IP perspective Mauritius is not accessible on that route even though the layer-2 bits/frames pass through it.
