latency issues

hi peeps,

for the last 2 months or so, I experience a big drop in latency between 9pm and 11pm. Other times i get an average of 19ms to the telkom back bone, but from 9-11pm that goes to ~250ms and is very erratic, like iburst or wotnot. Is this just because the exchange is busy? Is that the SA internet "peak times"

08H00-09H00 = Get coffee and chat
09H00-11H00 = Browse and Mail and Other Internet stuff.
11H00-15H00 = Meetings + Lunch
15H00-16H00 = Work
16H00-19H00 = Prepare to leave + Leave

i'm about ready to start pulling my hair out.

Not only do I have the latency issue, i get about 40% packet loss now

I'm trying a new router tomorrow, so apart from that, what else can i do? I've had telkom at my house, they did a line test and according to them it's fine. my router syncs at 4096/512 and never loses sync. noise margin and line attenuation seems fine. the line performs as it should during the day, but starts acting up at around 4pm (packet loss) and 9pm (latency).

any ideas?
