i think he was trying to say they reduced TX power to prevent RF burns to the techies up the towers ...

yes it still does not make sense ... and sounds like a orc plan ... no techie should need to work on the antenna/TX final phase and certainaly not on all towers at the same time [orc did not get tower info] ??
