Latest cool tricks and tech for low bandwidth websites

Ok, so the title may be misleading lol... usually cool and low bandwidth don't go hand in hand, but I'm interested in the latest methods of making websites more bandwidth efficient...

I'm thinking... different templates / content based on client bandwidth, compression, etc, etc... I assume things have progressed from the obvious 'stay away from flash, system generated html / huge style sheets' blah. Are there new things in HTML 5 to make this job easier while maintaining a good looking site?

Anyone know any really good dev houses who can make pretty but bandwidth efficient sites?

Css and media queries. Serve smaller/alternative images based on media queries.
I can't think of any methods to detect someones bandwidth..

The theory behind it is host a file that you know the size of(can be small) and time how long it takes the client to download it. Depending on time taken redirect to appropriate site.
