Latest iOS and iPadOs missing "Select All"

I noticed on the latest iOS and iPadOs the select "Select All" option for text is missing in many places, Safari, Whatsapp and a few others.
From Googling the issue it seems Apple does this from time to time, for what reason I have no idea.
Has anyone else noticed this?

Can confirm it is missing on my side, that is a bummer. I use it in Notes a lot. Reboot of my phone did not help either.

It doesn't seem to be available in Safari but works in Keep, Apple notes, Whatsapp of those I tested.

Maybe different hardware performs differently! My screenshot doesn’t have it
