The cost of going under a gantry is say R10.
If you have a tag the cost is, say R5. (I couldn't be bothered to work it out)
If you don't pay within 7 days the fee of R30 is pretty much automatically moved to VPC. There is no handing over. It is how the system works and yes, the amount is triple the 'normal' toll. But, you have 30 days to pay this and get a discount. Not the same discount as if you had been tagged, but a discount. This isn't 'being given another 30 days', it's what is gazetted. If you choose no to take advantage of this 30 days, you have yet another 30 days at which point the amount should enter either the AARTO or CPA process and because AARTO 'doesn't work' SCUMRAL want to use CPA.
In order for it to go the CPA route SCUMRAL have to write off the amount and hand the hold thing over. They do not get any revenue if there is a successful prosecution.
This should be rather interesting. If they are losing money (cost of collection GT collection) it seems that they'd want to hold onto the debt in the misguided belief that they'll get paid but then they'll be contravening their own system.
