LCD Panel - Import duties / taxes

Hi,

I remember seeing an article on here a while ago that said no duties would be leveled on LCD panels (e.g. panel only, not the completed display or tv).

Can anyone link me to it by any chance or provide more info? I've got some incoming panels being shipped by DHL and i'd like to stop them charging me an arm and a leg for something that isn't supposed to carry costing.
