Legality Regarding ISP Locked "FREE" Modems

Cellular Providers use to lock phones to there network, and may not do it anymore IIRC, are ISP's bound by this aswell? If not, what would the process be with regards to having this instituted? A complaint to ICASA ?

I do support and getting this issue from ppl who have a free telkom router ...

2nd Customer Today ...

Seems all "DO Broadband" Routers are network locked...

Anyone know what make these are? And where i would find un-locked firmware?

http://www.telkomphones.co.za/mega100.htm seems to be the router... It has an ICASA logo, n e 1 know who at icasa i can ask who authoriesed that it may be network locked ?

I got my Mega100WR with the Closer package and I've been able to use WA and Axxess on it. I got mine the month before the Do packages came out. So are there two sets of Mega100WRs out there?
 
I got the DO level 3 package in the first week of July and the Marconi Premium Combo modem/router is NOT locked to telkom as I've used it with an Axxess voucher without any problems.

A friend of mine got the Mega100WRs with his DO package in the same week and it also is NOT locked to telkom.
 
These are ppl who got the routers within the past week...

He mentions a Do sticker on it ...
 
Hmmm, that seems to indicate that they have decided to try block customers from using any other ISP prepaid accounts by locking the new modems, but there should be a way to unblock it with updated firmware.
 
Surely tho if there are Mega100's around that are not locked then you could just use that firmware on one of the locked ones and all should be well?

Just a thought tho on this is if you have the unlocked one and you do a firmware upgrade are you suddenly going to be locked?

Surely Telkom should tell you that it is a network locked router?
 
I got the Mega200 last week, and it's not locked. It wasn't on a Do package, admittedly, but I doubt that Telkom gives out one set of modems to Do customers and another set to line-only customers.
 
I got my Do Broadband package 2 weeks ago and my Mega 100WR modem is not locked.
I've used AXXESS pre-paid vouchers since.
I'll just make sure I don't do a firmware upgrade!
