Correct me if I'm wrong but "IF" telkom were to implement a cap on local traffic this would only affect telkom users and not UUNET and ISDSL users?

Correct, this news blurb has been about their 3GB accounts and maybe the axxess 10/20/30 GB accounts.

I'd predict that IS and UUNet might follow suit. Since most of their offerings are "uncapped" though, it's unlikely.
