I agree. If someone asks a question and you answer in a vague way (omitting details) then it is a lie. However if no one has asked you anything and you don't bring it up you are not lying. I hate to be a douche and bring out the definition but...i guess it's a lie when it's relevant. if you are asked and you don't answer directly, that can be seen as lying, but say you broke your wives vase, and do not tell her, and weeks go by and she doesn't notice, is that a lie? technically you haven't had anything to lie about yet, but it is kind of omission

Even though it is not a lie that does not mean you should be doing it though.
