No problem. If you perhaps want to get the Zero W (or more than one), there is no limit per customer if you get the one with headers.

There is also a Raspian Lite without the UI (only for ARM I think) which consumes a bit less resources, if that fits your use case.

His ultimate goal is to run something on an Rpi. This will let him see what Raspian is like in a VM, then use the ARM version when he gets a Rpi.
