Limit and lift issues

Hi everyone, im new to the forum.... Would like to know if anyone can help fix my headache.... One that grandpa cant solve. I was driving my runx rsi the other day and realized that lift doesnt engage at all and car now limits at 7000. Any help will be much appreciated.

VVTI right? so it is controlled electronically, instead of mechanical like the Honda's VTEC.
I assume you checked all fuses and wiring?
Pinball,Lift indicate how much the valve open. say it is 10mm at normal engine speeds. Once you hit 7000 then the lift becomes 15 mm, bigger gap for more air. figures thumbsucked for example.
