Limit data/programs on Mobile but not ADSL.

With Eskom coming and going I switch between ADSL and Mobile Data on my Windows 10 PC. My ADSL is 3-4mb line while Mobile is LTE.
The problem is I am running for example Backups and Taxiti (torrent downloads) in the background with my ADSL (Ethernet), but then when switching over to Mobile Data (WiFi Hotspot) I forget to close the programs (and it is annoying) and then there goes my 6GB bundle within an hour.

Can I limit specific programs to not use data when switching over to my LTE network?
 
I had a similar situation a few years back. I solved it with a post-it note on my screen saying "Kill torrents before switching to cellular!"

Going on honey moon couple of years ago, I planned some nice romantic movies to stream with LTE (put on a 10 GB Data bundle $$$) at a place with no internet. Set up Laptop and wifi hotspot in little living room, went to get the popcorn, blankets & snacks etc.. Cool. Now we gonna watch some movies. 45minutes into the movie mobile data is finished. I left the torrent downloader on auto start when laptop starts... FAIL!!! :laugh::laugh:
 
Hmmm I know you can block apps by connection with the firewall, so if the adsl router is hardwired you can leave everything open on ethernet and block certain things on wifi which only connects to your sjoe sjoe spot

Ethernet is private, sjoe sjoe spot is public, google how to set them although you probably have when you connected the first time

You also have a Public and Private network profile for the firewall and can control exactly which program can communicate on the private network as opposed to the Internet.

You can even limit ports if you want
