Unless you provide them with a business phone, you have no control on what they are allowed to do on their personal devices.

Why not purchase a whatsapp bundle? Otherwise I don't see a way to limit whatsapp messages

Perhaps look at a different app, something like Slack might work better. It's not possible to do what you want on whatsapp

WhatsApp bundles limit it to text , imaging and voice notes and no calls. If you JUST load the WhatsApp bundle , you will only be able to use WhatsApp and no other internet application
