Manuel lashes errant officials

Johannesburg - Finance Minister Trevor Manuel said on Friday he was concerned about the rising number of government departments that were receiving qualified audit reports from the Auditor-General due to financial mismanagement.
"I have seen an audit that says 'we are not in a position to express an opinion because we could find no supporting documentation'. The taxpayers, Parliament and the provincial legislatures must not allow public officials to get away with this," Manuel said.

Over the last few years, the number of government departments getting qualified audits from the Auditor-General has been on the rise.

About 21% of state departments received qualified audits in 2004, with the figure rising to 32% in 2005. Only 12% of state departments received a clean bill of health from the Auditor-General in 2005.

Qualified audits are usually an indication that all is not well with the handling of finances as auditors struggle to verify the information presented by government entities.
