Linden Exchange Congested?

Hi , in the last 2-3 months i have been experiencing very slow download speeds on Linden exchange. During the day the connections seems fine but in the evenings after 18-19h the connection is total crap. I am on a 10mb line , but in evenings hardly get 0.5-1mbps. Also after rain the line is so unstable that i cannot even have a skype conversation. The SNR Noise never goes below 7-8db and normally is about 11-12db.

Can anyone connected on linden exchange comment on their ADSL connectivity experience?

On the same exchange using 4mb and I'll agree after the rain adsl is barely use able. Had a hiccup a little while ago and I thought it was Plugg but from the timing of your post I'm starting to think it's the exchange.
