Line Attenuation (Problem with telkom)

I had a rock solid 4m connection for about 2 years with both LA and SNR sitting around 20. One thunderstorm and flash flood later my LA was up to 55 and my SNR down to 10.

Since stability is more important than speed I eventually had to have my line downgraded to 512k - a line that drops literally every 5 minutes is just useless. I'd kill to have my old 4m line back, even if it dropped once an hour :(

I spent the better part of the year trying to get Telkom to fix before giving up.
 
help please? I am on a 2MB line and the internet is ridiculously slow, download is similar to dialup speeds and I did a speedtest.

It shows Download around 1.7mbps but then says network error on the Upload test

Here are my router stats below but it's all GrEEK to me, please help :-(

I used to have endless cut-outs (Internet light going from green to red) until Telkom finalised upgrades in my area, and I was moved to a box closer (by about 2.5kms) than before. Since then - around mid-Dec'15 - my line is 100% stable. I'm doubtful that in a small place like Bergbron you'll get upgrades that they seem busy with in many of the towns/cities across SA, but if you have noise on your voice line, then contact them to come out, and when they do, ask them to investigate your extremely high Attenuation - that's one of your main problems right there ; the 380 (download) figure should be a max. of about 60, and even that is too high from what I've read - I'm no expert on this.

Here are my stats since Telkom sorted things out (reading as of 8/01/2016 @ 6h50 am.) :

The rate of 2554 (ie 2.5 Mbps) is up on yours as Telkom auto increased speeds on exchanges they worked on, but latency has also increased so where I was able to easily stream at 720p (HD) before, I can sometimes do so now, but 480p is more acceptable, and I think it has to do with my interleave / latency figures ; latency used to be 32ms (milliseconds), and is now around 47ms .. there's a trade-off in other words, between increased speeds & latency.

Im having the same problem,mine started roughly the same time yours did, my ATT was 49db but now sits at 56.5db downstream and 40.5db upstream ,had to force my router to sync on ADSL G.Dmt just to get a connection but even that is poor at 53db down and 31.5 up :( im currently syncing @ 1380kbps...logged a call nearly 5 weeks ago...
