I want to upgrade my line from 2mb to 4 or 10mb. My isp says its not possible.

Few blocks away people have 10mb lines. Is it possible for them to upgrade my line? And how does one go about it?
 
I know the feeling. Few blocks away in the one direction everyone has th option of 20Mbps VDSL. Few blocks in the other direction no one can even get 10Mbps.

Please post your line stats, it is impossible to answer this without knowing the line stats.

Not going to happen unfortunately, your attenuation is one of the highest I've ever seen.

Line Attenuation = distance from the exchange, your translates to over 4km.

Your ISP didn't lie.
 
But 500m from me there is 10mb lines?

Such is life.

Those people might have a MSAN or something nearby where they are connected to, how many people in Johannesburg/Pretoria are "just" 500m away from people that can get 100Mbps fibre but they can't.

Nothing you can do about it except move house or hope they install a MSAN closer to you.

In some places where they decided not to upgrade the existing infrastructure they introduced LTE. Check the coverage map on the Telkom site to check your options.
 
Unfortunately, this sort of thing happens very often. Where I live, the area is marked as VDSL 40 Mbps, BUT in just this one tiny area (and I am in the middle) the only access available ADSL2, not even ADSL 2+, So although, 1 km away a few persons can even get FTTH, we are stuck until the cutover to a local MSAN takes place, which Openserve have placed on hold as they are converting to FTTH. ...

The only thing you should try and do is show your interest by indicating to Openserve/Telkom/ISP that you are a potential client of a better service.
