Line Syncing at 10mb But 4mb Speed

Hi as the title states I am on a 10mb Telkom internet uncapped account but I am only getting 4mb speeds (up to 405kb/s). I used to be able to download at 900-1000kb/s. My modem still syncs at 10mb speed. Telkom has been of no help as all they do is reset the port. I've tweeted telkomZA two weeks ago and all I got is that they are working on it. I still don't have my full line speed

try a unshaped capped account and see if you get full speed

according to Telkom I'm on a 10mb account. phoned both their call center and went into a telkom shop
