Will transferring your line rental from MWEB to TELKOM effect your use of that line during the transfer period?

Will transferring your line rental from MWEB to TELKOM effect your use of that line during the transfer period?

I transferred my line from another ISP back to Telkom in March. Took a week for the line to be transferred, but it was up the whole time. However, Telkom immediately put another 3-4 day freeze on the line when it got moved in which time nothing can be changed on it. And they hit me for double line rental for one month ...
