Linked Modem and Account?

I have two modems - a PCMCIA and a Desktop - and two iBurst accounts. The recent package migration prompted me to try and switch the accounts the modems used to log into, but both modems give authentication errors when I try and log into the other account. When I log into the accounts the modems traditionally logged into, all is fine. Is there some sort of lock in place that links each modem to a specific account, or should I look for the problem elsewhere?
