LIVE Account and lost Gamerscore

Ok...I have no idea why this happened but a friend of mine created a LIVE account and the GT he has was already taken.
He created a new GT and now has no Gamerscore or achievements on that the new GT.

Is there anyway to create a new account and not lose his achievements and gamerscore?
Is there a way that he can merge the two accounts?

I really cant remember me having these issues when I created a LIVE account. :D

When he takes his local account online and it says the name already exists there should be an option to chose a new nick.
 
Well I had a chat with him and it seems he chose an account name and went on from there.
What I think he did though is that he was not signed in on his current offline account when he went online to create his online account.
