my check in on ICASA reminder went off tonight and so I was reminded that comments on the "explanatory memo" are due 30 days after publication. The publication to ICASAs website was the 12th (which is the date I marked on my calendar) but I see the gazette is dated 6th December and because they don't deal with working days or what not - and appear to ignore the end of year effect - the deadline might actually be in 21 odd hours time.

moreover the submission sets from interested parties - the NOs, a union, the big ISPs (no surprises in MWEBs argument) and one pleb - are all there based on the republication in September but without the explanatory memo. All and all my view is the regulator has screwed the pooch big time.

ja a ton of the documents are from MWEB who have put in annexures from New Zealand - the core of their argument is Telkom must give us a free ride cause thats like cool and we should look to NZ despite the massive differences in the landscape. I suspect it is a consequence of being part of Naspers pay tv operations and hoping to bring in some experts from NZ as part of a broader diplomacy on SANZAR ...

Well no shock there. Some quite get legal mumbo jumbo, will ICASA even understand them?! They don't seem to be up to.. scratch *cANCer*
 
well the "legal" submissions from everybody - except MWEB it seems - are pretty much a resounding warning of the same thing. MWEB wants the authority to go even further off the track frankly
maybe the goal is to keep ICASA tied up in LLU so that it has no ability to deal with broadcasting
 
A draft hearing schedule for next week (17th on) has been emailed as as can be expected its all businesses, ISPA and myself

I am quite keen to attend in person for a multitude of reasons and will have a track forward as the week unfolds but I currently have a very problematic situation on the family front that is consuming my energy (and patience with the world)

To make a meaningful contribution - and in the absence of their being any other consumer voice - I am asking for any input. My position is opposed to the proposed regulations because they will not survive legal challenge and stray from the facilities leasing approach.
 
to be the lone person beating the drum - but looking at the views to posts ratio I assume it interests a fair number of people - I am pushing for the right for the hearings to be streamed as they were in 2011 and for me to present by videoconference (both a costs and principle issue really). Getting LLU right is really important but it doesn't look good and unfortunately I think a lot of fatigue has settled in. Thus far apart from one offer for assistance via ISOC-ZAs policy mailing list not much interest beyond a high viewing ratio on this thread has been shown in what could be yet another set of hearings.
 
These hearings really need to be streamed so we as a public can see whats going on, and also to not have video conferencing facilities setup in this day and age is just stupid in the extreme...

I really wish we could get over this "Have to be in JHB to partake" nonsense.
 
An update:
The Independent Communications Authority of South Africa wishes to inform stakeholders that the Public Hearings into Local Loop Unbundling, scheduled for February 2014 have been cancelled. In their stead, the Authority is convening a workshop on “Wholesale Access under Chapter 8 of the ECA”, to be held on Tuesday 18th February 2014.

Pretty much going in line with my submissions so I am chuffed. Hopefully the operators send the CTOs and that the streaming and IRC remain open

Mindset Network have kindly agreed to stream the proceedings, as they did previously. It will be available at http://live.mindset.co.za

And yes, Paul, you will be able to present via Skype.

Hopefully, ICASA will have more permanent arrangements in place in future.

I heard (briefly) that Telkom are willing to do a pilot (trial run) but want a private session with ICASA first... I missed the Telkom submission, so is this really so?

seems like it - there was a suggestion of a trial run on the wireless local loop premise before tea. The roll over from tea to stream might have left me missing something but it seems that Telkoms major concern this morning was that nobody has come to them with a value offering proposition for fallow assets. Maybe during tea a rural pilot project was put forward.

yep and they are, but Neotel made the very good observation that Sandton has become fiberville so the ultimate points of cherry picking don't apply

using a national average line cost would allow Telkom to reduce the extent of cherry picking
