Local bandwidth after cap?

Well, I'm capped... first time and believe me, it's not very nice (especially since my email accounts are international--got to get them fwded). Bittorrent uploading chewed up more than a third of my bandwidth.

Anyway, from reading a lot of threads, I've gathered that I should still have 100% access to any local sites, i.e. no local bandwidth throttling (3Gb telkom account).

However, the majority of the time I still get browser timeouts, even trying to access MyADSL or aardvark.

Anyone having similar experiences or have any advice?
 
a lot of .co.za sites are hosted internationally. myadsl was hosted in the states, but I think they moved to a local host.
 
This site is hosted locally - however many .coza sites are hosted overseas due to the high costs of hosting locally - and those sites will not open on a capped account

Even most of the local newspaper sites do not open due to adverts being linked from international add agencies......................and telkom could not care a bit that even local info is not accessable on a capped account.
