Local bandwidth capping??

I've been out of the loop for a while, but I've heard a nasty story that our friends at Telkom are going to start to cap local ADSL traffic as well. Can anyone shoot this thing down or confirm it?
 
It was mentioned by Steven White (Telkom executive for product development) as part of a new billing system for ADSL where he mentioned unlimited local access was likely to come to an end.

More than that, nobody knows right now, we're still waiting to see what happens.
ADSL line rental costs are set to reduce by 10% from August and it's likely we'll know more then.
 
Didn't the ICASA hearings achieve anything? I thought the whole thing might make telkom think twice before they decide to further downgrade their ADSL service. Evidently I was wrong....

If this goes through, it will further harm the incentive for foreign investors and jam a stick in the wheel of all the nice things such as "poverty alleviation", "upliftment" and all the other pretty words.
 
It is wierd that nothing have leaked to the forum yet about telkom's plans...(come on telkom techies we know you are on here !)
