Just a question, does anyone know if iburst offers local cap? practically every other isp does, so why not iburst?

iBurst should do something with local cap though, especially for their gaming service. It will make them stand out when it comes to wireless.

I've never reached my soft cap. Is the performance a real 64kbps,
about 6.4KB/s?

A real 64kb is 8KB/s, and you do get that, bursting a bit higher for downloads.
