local cap?

Hey guys this is properly very fussy but its really interesting. Why do ISP's like Mweb,Telkom and Cybersmart refer to their local bandwidth as to "local cap" when actually its not capped and you get charged and exstra fee for exess usage. R25.50 for telkom and There is nothing capped about mweb's local even cybersmart's local is R20 per gig exeeded. So there is nothing capped about it. To my understanding cap means they will stop you when you reach your usage. It kinda bothers me when I see with my cybersmart local where the option when you are on international to switch to "local cap" Sorry if this is a bit fussy. Dont attack me just dont reply. Thanks
 
somewhere along the lines they strapped you down and brainwashed you eh?
uncapped = you pay set fee, you download as much as you want.
what you are talking about = buy 3 gig cap, use it up, buy another 1 gig cap, comprende? :P
 
i suppose the fact that they mention a cap wrt local usage should be sent to ASA at least to inconvenience TIA
