Local cap

Hello guys,i currently have 3 gig p/m cap,which is very little when u play online most of the time.I've heard of the local cap which every1 is supposed to have whos internet provider is mweb,but i got no idea how to switch to local cap or use it.Can any1 help plz.Thanx.

You can only use it(10GB) once your international cap is depleted.
