Local DirectX?

So I just installed DirectX and it wanted to download some files.

The weird thing is, it managed that through a local-only connection. Does
M$ have a local server here or are some things cached somehow?

Supreme Commander. The DX is on the DVD. At the start it said it wants to d/l 16meg, but I don't think it did. I'd guesstimate 7meg.

I also double checked during the d/l that I could not access intl sites.

ETA: Perhaps related to this somehow?
ETA2: Yes the two are def related. Both from same server.
