what is going on! im with telkom and it shows that there is some sort of traffic splitting going on. LOCAL usage is decreasing the local cap but not international cap.

I wouldn't trust their cap measuring system tbh.
Ok have you disconnected 12AM last night when the new cap was added? No? Then that's the reason. You will be able to finish all your local cap like this if you do not disconnect.
Once you disconnect all will be deducted from blended again. Its been discussed many times....
