Local downloads towards cap???

Read on another thread that local downloads don't count towards the Telskum 3 GIG Cap anymore. Is this dude talking out his @ss or is there truth in those words?

Even pings to your IP count to your cap.. anything, any little bit of info going in or out of the DSLAM's are tallied up diligently so Telkom can cut you off.. 'to preserve the network' they say..
