Local DP a ADSL synch speed bottle neck?

Can anyone explain to me what role the Local DP (Distribution Point) plays in the speed achievable with ADSL? I'm connected to Welgemoed 5 IMAX and was hoping I could get > 10mbit but was told my DP limits my max to 10. Is this true? My DP is one of those green boxes at the end of the street.
 
The distributed model of ADSL means that depending on how many subscribers are in your area, you will be limited to not cause congestion on the master DSLAM. Usually a DP sync limit is in place to make sure there's no congestion on your DSLAM (caused by too many users coming from one area, causing local congestion, or too many users in general, causing master DSLAM congestion)

Discussed this with a specialist mate of mine.

He says it is very possible especially where the DPs are too far away from the IMAX (at the exchange).

IMAX ----> SDC -------> DP -------> You

It is very possible that the SDC is on the limit in terms of distance from the IMAX and then the distance to the DP takes it beyond that distance.

Perversely you could find that there is a DP very near to the SDC and the users (X X) on that DP could be enjoying 10Mbps service. Something like:
