Having done a native android app and some jquery mobile projects I would like to keep and develop my mobile skills.
But working in an IT department the opportunity for it is slim, so I am looking for some freelance mobile work.

Why not use an international one, one off the top of my head is https://www.elance.com/ and http://jobs.freelanceswitch.com/
