Local Loop Unbundling

Does anybody know what the progress is on this front in SA?
I have browsed through the gazetted convergence bill, but even to me as I technie it means absolutely nothing.
The reason I ask is, how will the SNO get running and introduce competition (esp data services) on the consumer market if it has to lay down its own last mile network? That will take years.
Maybe the experts could explain what the planned legislation is.....

The gazetted convergence bill gives ICASA more power (havent read it but thats what I've heard), and they will surely push hard for Local Loop Unbundling.

As for telkom they have only one goal, and that is to protect their monopoly at all costs.
 
There was some twak being talked a while back that "it is too soon!"(Telkom) and "we need 2 more years to recoup our costs on the last mile"(Telkom). After that the subject kind of faded. This was said when members of parliament asked why nothing about unbundling the local loop was in the convergence bill.
 
Without the local loop in the public domain, we are f**ked, and so is the SNO. The Telkom will have a natural monopoly, and they will continue to charge what they like for an ancient ADSL connection. Then wireless will become the connection of choice (since there is where there seems to be some competition, although wireless offerings seem to be suspiciously benchmarked against Telkom) and all the ISP's that provide services to copper customers, will lose their dial-up customers to wireless.

Surely somebody needs to comment on the covergence bill that without local loop unbundling, the SNO will not be able to compete? And can our country *really* afford duplicate networks? Two cell towers next to each other servicing the same areas means you pay more for calls, and the country is ugly!
