Local not counting towards the cap

Is that particular piece of the legislation meant to be interpreted as local should be uncapped? It strikes me that if this is the case that that we could initially see ISPs charge higher prices for their packages.

local is uncapped...u can never exceed the limit as long as ur wallet is unlimited
