Huh?

The internet is the internet. Does not matter where it is located. Only Telkom makes this stupid distinction between local and international. But yes, International can access local.

sorry, also wanted to say... an FTP server is an FTP server. If it is on the internet anyone can access. Just because you are restricted does not mean everyone is. ;)

k was just asking cause they have the power to block international traffic outbound, so you never know if they block it inbound aswell.

they null route traffic inbound (origin to user) but outbound is fine. In your case, it will probably not work as you are relying on bidirectional TCP in other words, the connection is from your PC to an international destination. And it is local-only. So the answer is no.

Somewhere on IS servers, there is a routing list of all local-only SA'en IP's. this list is also used by RouterOS / RouteSentry to route packets via local / international adsl connections. You could use the inverse of it to setup your ftp rules. There is about 900 subnet routes of SA...
