Hi

Im getting high'ish local ping and my online games like bf4 and bf hardline on ps4 feels stuttery. Web browsing also feels slow. ( 4meg Capped acc with Telkom )

are you on the uth exchange by any chance?
my adsl has been really good for the last two years
the last few days has seen it become a bit laggy
high local pings

Yeah im on the Uth exchange. The exchange is actually not far from me. Less than 1.5km's if i remember correctly.

Did a speedtest also just now. Got 103ms ping on local servers.

Not a problem with your Exchange/DSLAM/Line.

Appears to be an ISP problem or a config issue on your side.
