Local server

My question is simple, I would like to set up a server locally (can be a Linux VM, I don't care - ubuntu will be nice!) or a genuine server, but not pay international data transfer rates for our bandwidth usage. The idea is that our 2 different branches (both local) upload and download files to/from this box, paying for only local bandwidth (not R40/GB) and only use local bandwidth. Local mail will also then be fetchmail'ed from our mail server to this box, from where the local branches will retrieve their mail via POP3. From this server, international outgoing mail will be forwarded to the other SMTP server with international traffic I have set up already.

Can a representative of Hetzner or anybody else help me here?
