Local sites unavailable while capped???

Why is it that I cant reach certain sites that I know are hosted locally, eg www.wsd.co.za and www.fishwicks.co.za when Im capped?
I know, without doubt, that Websend is hosted locally...
Is this a telskum fault that I should report?

Well websend is working for me and I'm capped locally, so yeah maybe try it again. If it still doesn't work then something might be up. I believe fishwicks is hosted internationally.

www.wsd.co.za is hosted locally & www.fishwicks.co.za is not.

If you do a nslookup www.fishwisk.co.za, you'll see that the IP range that it returns is not South-African. You can get a complete list of RSA IP's from http://www.proxyserverprivacy.com/ipaddress_range.php (not hosted locally though)

Unfortunately the "proxyserverprivacy" link is throwing up this error
