No, you use up international and local at the same tiime.

So you must do all your international surfing and downloading, 'till your international cap runs out.

Then you use ZAProxy to carry on doing that, untill your local cap runs out...

webproxy is down for an unknown amount of time... if there's another proxy no one will tell us blatantly in these forums.
