btw, if you are capped and you want to use local Torrent sites... you know that you can also access this site from your local cap?

Somehow it all works with local only cap. Dunno how... but it does. I don't think there are any international peers because there is a list that you load into your Torrent client that blocks all International peers.

its called trackers. they only track local torrents.. you can make exeptions for overseaes people to connected. but an IPfilter gets used
