local traffic counts?

Has tel*** made any changes to the cap? does local traffic still count towards the cap? the changes that they have made were not advertised via email/website. just checked on their website and it does not state if the local traffic counts.

just when we thought it was our time to get tel*** from behind, they change the position!!!!
wish they would catch a wake up, followed by a good clap to make their ears ring!!

local traffic still counts and as far as I know the changes are only coming in November
