the official ruling says that local can not count towards a cap at all
so they can't charge you for it
at least this is the info I got.
How we wish the regs were interpreted and how telkom did interpret them are sadly leagues apart.Nope

NEW capping policy w.e.f 1 February 2008 ~ Once your service threshold and collective threshold have been exceeded, you will be placed within your allocated Local Only bandwidth which is on promotion. As you will not be capped on local bandwidth, we reserve the right to bill you for anything exceeding the allocated local bandwidth that is on promotion. The charge for local bandwidth is R25,55 per gig. If you desire international surfing you can top-up your current username with additional blended bandwidth.

i heard that once uve reached ur international cap, u still have local bw, but you are charged from the second you use it.. above someone mentioned only after 10gb's?
is that true? only after 10gb local bw used do they start charging the 25 or so rand per gig...? or is it immediately as ur capped internationally?
What do I do once my data cap is reached?
Good news for all MWEB ADSL customers. As of 1 February 2008, MWEB is launching a trial program offering local-only bandwidth to customers who reach their data cap limit - which means you can enjoy continued access to Internet services hosted in South Africa after you use up your monthly data.*
For the duration of the trial, you will be able to access local websites, services and content free of charge whenever you exceed your cap . Local-only bandwidth refers to websites and Internet services hosted in South Africa, i.e. data is transferred from South African-based sources.
This means that if you reach your ADSL cap, you will still be able to:
* send and receive your MWEB e-mail as usual
* surf any website hosted in South Africa
* Continue to access your local Internet banking
... all at no additional cost to you!
