Local vs International Data on Vodacom

I was wondering...
If Telkom gives 30GB of free local only data when you buy 5GB of international data....
Why can/does Vodacom not do the same?
 
Well we all know that but...
Was there not some law that said "Local bandwidth should not be capped", this forced the ISP's to offer local bandwidth at a reduced rate. Surely this applies to vodacom, mtn etc.?
