Local vs International Noob Question

HI Dudes,

Please forgive me for this n00b question, but am i correct in assuming that when I download from a local site, say for example a 400 MB file from games.saix, I am only using my local bandwidth? Or is there something you have to do to ensure that it only downloads from your local cap?

If you have a 3gb telkom account the first three gb of data used are from the "blended" international/local allocation. Same applies for IS.
 
Anything you download (local and international) comes off your international cap, once that is done the local cap comes into effect.

Only way to really split it is by using two separate accounts.

I thought ISP's are bound by law to split int and local bandwidth?
