locked iphone help needed

Hie my brother got an iphone 3g i think , which he received as a gift from someone outside of the country. The problem is he cant access the menu except for the keypad to dial emergency numbers only, we have inserted voda and 8ta micro sim card but when we try to activate it on itunes it keeps on saying unsupported sim card, does this mean its network locked ? is there way around that can make this phone work on SA network ? thank you for help

Hie guys i am now stuck again, how do i restore an iphone ? i tried in itunes and i am not getting an option for restore. under device i can see the iphone, right clicking on it, am only getting "eject" option. the phone is still unlocked and i have latest itunes installed on windows 7

I think you'll be lucky if the frequencies the cell networks use here are even supported.

Look up DFU mode. Get your phone into that and attach to iTunes and it will prompt you for restore.

Is your router set to a/b/g or n only?
