Yes, it can...

Step 1: Unplug power and remove plug from wall outlet
Step 2: Pickup TV and walk to rubbish bin
Step 3: Throw TV into said rubbish bin (if too big, use sufficiently large object to smash TV into pieces that will fit in the rubbish bin)
Step 4: Buy a slightly more reliable brand

But, seriously, it is probably possible to fix it.. I have fixed a number of TV'd and PC monitors with the same symptoms you have described by replacing one or a few blown capacitors on the Power PCB for the TV/monitors..

Yes it can, just be aware that a tv that has no power at all is at times much simpler and cheaper to fix than the one with power and some other issues like yours.
