Looking for a cheap android phone with a front cam

My youngest brother moved overseas and my dad wants to chat to him on skype. He thought of using a tablet, but since his BB is old/half broken I thought we'd kill 2 birds with one stone. Any thoughts on a cheap skypable android phone?
