Looking for a fibre specialist

Hi all,

The residential complex I live at would like to look at alternative providers in the area of fibre-based telecoms services.
Our estate has phone, data and DSTV delivered over fibre which is managed by a single company.

The advantages are that we have no individual satellite dishes and we have a degree of future-proofing by using fibre.
The disadvantage is that we are tied to one data provider.

We have been told that it is possible for other providers to provision services by interfacing with the servers installed at the complex. Before we start this process we would like to have a proper understanding of the architecture of the network as well as how a new data provider would provision these services.

Are there any fibre specialists on the forums or working in the field that would be able to, with compensation, look at our setup and advise on the best and most cost-effective way forward for us.

Firstly, who owns the fibre infrastructure ?
 
Then its strange he is asking for someone to look at the setup as surely smartvillage would have the necessary skills to advise?
 
The complex owns the fibre infrastructure and servers.

We would like an independent opinion on the best way to integrate with other providers.

Two options I can see:

Either have the providers drop off their connections at your estate and VLAN to split ISP's traffic or
if you close to a DFA node you can get an L2 connection to Teraco, nearly all providers are present at teraco and once again VLAN to separate ISP's

Thanks. Both sound viable but the latter should mean we have more choice.
In the end cost is going to play a big factor in our decision.
